Position Summary
Indigenous Clean Energy (ICE) is seeking a highly self-motivated and autonomous team member to lead the ImaGENation (Imagine-Nation) Program, an initiative supporting young leaders (ages 18–30) to design and implement clean energy projects grounded in kinship, mentorship, and a shared energy future. Designed for Indigenous youth by Indigenous youth, the program builds capacity through hands-on project development, education and training, relationship-building, and a holistic approach to community-driven energy solutions.
The ImaGENation Program Manager will play a key role in shaping and implementing the program’s strategy, working collaboratively with ICE staff, partners, and advisory bodies that help guide and steer the direction of the program. This includes developing annual plans and budgets, overseeing program delivery and curriculum development, managing staff and resources, and strengthening partnerships that advance ICE’s mission for Indigenous clean energy leadership. The role also involves leading recruitment and onboarding for a new program cohort, managing grants and budgets, implementing continuous improvement initiatives based on feedback and evaluation data, and ensuring strong alignment between the program’s activities and ICE’s strategic priorities.
The ideal candidate is an adaptive and organized leader with exceptional interpersonal, analytical, and writing skills, capable of balancing strategic oversight with hands-on delivery. They are deeply committed to uplifting Indigenous youth through a strengths-based, relational, and holistic approach; centering their voices, needs, and aspirations in every aspect of the program. Responsibilities
- Developing of annual organizational needs, including but not limited to program plans and strategies, budgets, and collaborations with external stakeholders
- Collaborating closely with the Program Director, program staff, ICE staff, mentors, advisory bodies, partners (curriculum and funders), and prospective program participants
- Shaping program strategy through collective input and collaboration
- Driving continuous improvement efforts by identifying areas for enhancement, specifically by analyzing data from program feedback sessions. Providing oversight and reviewing of feedback evaluation processes and reporting in collaboration with the Project Resource Lead and MEL Manager
- Developing internal policy structures applicable to project funding, youth engagement, in-person events, and other program areas as required. This includes both drafting and overseeing policies, and submitting them to ICE senior leadership and HR management for approval
- Developing tailored project resources and tools for Indigenous youth-led small-scale clean energy projects, in close collaboration with ICE’s curriculum partner (TBD) and ICE staff
- Working closely with the Program Director and Project Resource Lead to provide oversight, strategic direction, and critical feedback on all clean energy and project management curriculum content development
- Preparing for the intake and onboarding of Cohort 3 by managing outreach, recruitment, equitable and diverse selection processes, communications, and other related activities. Deploy program guidebooks, policies, agreements, expectations, schedules, curriculum, and related materials to Indigenous youth participants
- Implementing the strategic plan on schedule and within budget, assessing staffing capacity needs on an ongoing basis and drawing on Program Coordinators and/or Program Leads as required
- Managing administration of the rolling-basis grant for Indigenous youth participants with shovel-ready projects, including deploying additional project supports such as tools and advisors
- Overseeing expense tracking, forecasting, and managing adjustments within the program budget
- Reviewing and approve monthly program expenses to ensure accuracy and adherence to budget allocations
- Identifying and administering contracts and sub-contracts for programmatic needs (e.g., mentorship, technical assistance, marketing, curriculum development, etc.)
- Participating in public speaking engagements to increase program visibility
- Identifying and build relationships with potential program funders
- Contributing draft content for funding proposals and reports
- Chairing team meetings between program staff and other ICE departments, as needed, to effectively deliver program plans
- Providing oversight of all external communication plans, materials, and activities
- Guiding and support the professional development of Coordinators and/or Program Leads
- Providing support to youth delegations as part of ICE-organized events such as the ICE Gathering, including participation on internal selection committees. Occasional travel is required

Skills and Qualifications
EDUCATION AND EXPERIENCE:
- Post-secondary education in Indigenous studies, STEM, education, business administration, project management, or a related field. Equivalent experience in Indigenous community development or youth programming will be considered
- Minimum 3–5 years of progressive experience in program management, project coordination, or community-based leadership roles, preferably within Indigenous or not-for-profit contexts. Lived experience and/or knowledge corresponding to this level of experience will be considered
- Experience developing and managing budgets, work plans, and reporting for multi-stakeholder programs
- Previous experience working with First Nation, Inuit and Métis communities is a strong asset
- Demonstrated experience supporting Indigenous youth or community-led initiatives, with a strong understanding of Indigenous governance, knowledge systems, and community values
- Experience overseeing staff or team members, including mentoring or coaching roles is an asset
- Training and/or experience in the field of clean energy is an asset
- Possesses excellent communication skills, both written and verbal

- Demonstrated cultural competency and a holistic understanding of Indigenous worldviews, values, and relational approaches to leadership and community engagement
